Crime, Corruption And Money Laundering
The author of BC’s ‘Dirty Money’ report will discuss his findings on organized crime and money laundering in Lower Mainland casinos.
About the talk: The Money Laundering Threat – The author of B.C.’s ‘Dirty Money’ report on money laundering in casinos will highlight our vulnerability to organized crime and money laundering. In June 2018, the Attorney General of British Columbia released his independent review of allegations of money laundering in Lower Mainland casinos. The 250-page report included 48 recommendations, all of which were accepted by government. The report received wide circulation in Canada and abroad. It described the Vancouver Model of money laundering. Dr. German was subsequently asked to complete a similar report on allegations of money laundering in the real estate, auto and horse racing sectors.
Presenter: Dr. Peter M. German, QC
About the presenter: Dr. Peter German, QC, is President of the International Center for Criminal Law Reform and Criminal Justice Policy at the University of British Columbia. A lawyer and member of the Ontario and British Columbia bars, he holds graduate degrees in law and political science, including a doctorate in law from the University of London. He is the author of Proceeds of Crime and Money Laundering, published by Thomson Reuters. Dr. German previously served as a member of the Royal Canadian Mounted Police, retiring as Deputy Commissioner for Western and Northern Canada, and as Regional Deputy Commissioner Pacific for Correctional Service Canada. Within the RCMP, he was responsible for the creation of various integrated teams. He was also the lead investigator on various high- profile corruption files and was team commander for the 2008 kidnapping of Canadian diplomats held by Al-Qaeda in North Africa. His awards include Queen’s Counsel, Officer of the Order of Merit of Police, and Gold Medal of the International Society for the Reform of Criminal Law. In September 2017, he was appointed by the Attorney General of British Columbia to be the independent reviewer of allegations of money laundering in Lower Mainland casinos, resulting in a 250-page report and 48 recommendations, all of which were accepted by government. He was subsequently asked to review similar allegations in the real estate and auto sectors.
